CITY OF CRESTVIEW: City Seeks Special Magistrate

City of Crestview issued the following announcement.

"The City of Crestview is seeking to contract a Special Magistrate, to hear cases of a quasi-judicial nature, with the intent to provide an equitable, expeditious and effective method of enforcing violations of the City of Crestview’s Codes and Ordinances. The special magistrate is a contract position serving at the pleasure of the City Manager and shall not be deemed a City employee. The Special Magistrate shall serve a one (1) year term, which may be extended on a yearly basis.

The scope of work to be performed by the attorney may consist of, but not limited to the following:

•     Conduct  hearings  as  provided  in  Chapter  162,  Florida  Statutes  and  the  City  of  Crestview’s  Code  of Ordinances, related to the enforcement of red-light cameras, trash, debris, unsafe structures, permits, business tax receipts, building, and other related codes.

•     Levy penalties where violations continue to exist and determine the amount of reasonable expenses incurred by the City as a result of orders issued.

•     Issue findings of fact based on evidence of record, and conclusions of law, and shall issue a written order affording the proper relief.

•     The Special Magistrate shall have the powers granted within the City code and Chapter 162 of the Florida Statutes.

•     Comply with Florida’s Public Records Act, Chapter 119, Florida Statutes.

•     Conduct hearings to ensure fundamental due process.

Minimum Qualifications:

•     Be a member of the Florida Bar in good standing and possess a reputation for civic pride.

•     A minimum of five (5) years prior legal experience, preferably experience in government law, quasi-judicial proceedings, criminal law and/or administrative law.

•      Must be skilled in written and verbal communication to include presenting to groups.

•     Ability  to  maintain  records  in  accordance  with  local,  State,  and  Federal  Public  Records  Retention Requirements.

•     Ability to review and understand all relevant Codes, Ordinances, and Florida Statutes, as related to services provided.

Conflict of Interested Disclosure

All ATTORNEY/FIRMs must disclose the name of any officer, director, or agent who is also an officer or employee of the City of Crestview. Furthermore, all ATTORNEY/FIRMs, must disclose the name of any City of Crestview"

"officer or employee who owns, directly or indirectly, any interest in the ATTORNEY/FIRM’s firm or any of its branches, subsidiaries, or partnerships.
